Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are fought: optimistic declarations are released from various governments. Considerable effort is devoted on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from enemy soil, a capacity provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons roared overhead – modern combat jets delivered to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons thundered: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from ruin and further power outages.
Ongoing Risks
Soon after, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's essential dependence on external assistance – a reliance that regional partners are clearly incapable to replace in the near term.
Failed Diplomacy
The 28-point plan from Washington provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new approach from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, certainly, continue.
Political Considerations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership functions according to a principle well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is impossible to compel Moscow to abandon the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does nothing to deter Moscow, through words or deeds, from thinking that the current condition will not evolve additionally in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but preventing a total frontline collapse until conditions improve in its favour.
Existing Situation
Factually, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: political desires to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a mere seven days to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
